About NVTI
NVTI was established in 1986 to further develop and enhance the professional
skills of veterans' employment and training service providers throughout the
United States. The program is funded by the U.S. Department of Labor / Veterans'
Employment and Training Service, and administered by the University of Colorado
at Denver with training conducted in Denver, Colorado and at selected regional
sites in the U.S. and abroad. The Institute is the only one of its kind in the
United States. To date 50,000 + veterans' employment and training professionals
have attended NVTI training.

Thank you for your service to our country. You performed a valuable service in
being a part of the US military. It is important that you are able to find and
use resources and information that are helpful to you.
Unfortunately, NVTI does not directly work with or train veterans. NVTI is a contract program from the US Department of Labor, Veterans' Employment & Training Service (VETS). NVTI is mandated by law (Title 38, Sec. 4109 USC) to provide specific training to certain groups, namely veterans employment and training professionals including employment service personnel, VETS and state staff, Department of Defense personnel and others.

About NVTI Training
Since 1986, NVTI has trained a variety of veterans' employment and training
professionals including employment service personnel, veterans service
organization leaders, Federal and State staff, Department of Defense personnel,
Native American groups which work with veterans, county veterans' service
representatives and others.
NVTI does not directly train veterans. Please contact one of America's public employment agencies for assistance (job service, state employment service, one stop centers, etc.) Click here for a state-by-state listing of employment agencies.
NVTI is bound by law (Title 38, Sec. 4109 USC) to provide specialized training to specific groups.
Courses Offered
Case Management with e-Learning Components
On Site Duration: 8:00 AM Tuesday through 12 noon Friday. Regularly
scheduled throughout the year Credit Hours: 2
Who attends this course: Job service personnel whom conduct case management activities. Including one/stop career center employees. NVTI's Case Management consists of two phases: Phase I is offered via distance training methods and Phase II is a three and a half day course on-site. Case Management is for employment service providers to learn the skills and knowledge to successfully assess, prepare and progress customers from employability development through gainful employment.
Case Management objectives include understanding the assessment interview process and gathering relevant information. Participants will identify employment barriers, the need for counseling and recognize the need for referral to supportive service. Skills in determining clients' interests, occupational skills and employment goals will be gained. Participants will be able to understand conflict management techniques and utilize case management communication skills and styles. Knowledge of aptitude tests, goal setting and referral making is stressed. Participants will learn skills in marketing activities targeting local employers. This is a course that involves participants in several skill practice exercises to learn to apply the knowledge they have gained.
Participants will understand how to conduct follow-up interviews with clients, service providers and employers to assess and analyze clients' progress. Discussion of guidelines, policies for record retention and disposal will be included.
Advanced Case Management Review
On Site Duration: Two days from 8:00 AM to 5:00 PM Scheduled by request
throughout the year Who attends this course: DVOP and LVER staff who have
completed the case management course.
The course is designed to refresh participants on the key concepts learned in case management training. It is an advanced level of case management training with a focus on addressing some of the most difficult skills. These areas are the comprehensive assessment, goal setting, and creating a plan that includes effective case notes. Participants will identify problems they experience on an every day basis, brainstorm solutions and practice specific skills. Examples, videos, case scenarios, small group discussions, and exercises are provided.
Investigator Training
On Site Duration: 8:00 AM Monday through 12 noon Friday. Scheduled as needed
throughout the year. Credit Hours: 2
Who attends this course: Federal VETS staff
The Investigators course combines distance education with classroom instruction. The distance portion is knowledge-based and focuses on analyzing case files. The classroom portion focuses on skill application of various interviewing techniques and methods. The course addresses subpoena authority and case investigative plans. Knowledge obtained through USERRA Basic Skills Course and the distance learning segments are enhanced and practiced in this course.
Labor & Employment Specialist with
e-Learning Components
On Site Duration: 8:00 AM Tuesday through 12 noon Friday e-Learning
Duration: begins the Monday after class ends, course is open 3 weeks Regularly
scheduled throughout the year Credit Hours: 2 Who attends this class: LVERs and
DVOPs
The primary topics of the course include learning about the essential elements of the grant agreement between the Department of Labor (DOL) Veterans' Employment and Training Service (VETS) and the special initiatives of the Secretary of Labor. Also, understanding diversity, having sensitivity to diversity issues and emphasizing VETS' targeted veteran populations are key subjects covered in the course.
The LES training also delves into the specialist's relationship to employers by discussing job development and employer negotiation strategies. In addition, the elements of job retention are studied. This specialized course is designed for DVOPs and LVERs to develop skills and attain knowledge in the changing environment of public sector employment assistance; how changes have affected service delivery to veterans, and in particular, specialized groups within the veteran population.
The e-learning segment of the class explores the Americans With Disabilities Act and developing effective facilitation skills.
Managing Case Management
Duration: 8:00 a.m. Tuesday through noon Friday Regularly scheduled
throughout the year Credit Hours: 1 Who attends this class: Managers and
supervisors who oversee case management activities in job service and one stop
offices. NVTI's Managing Case Management (MCM) is a three and a half day course
aimed at enhancing awareness of issues and management techniques related to case
management.
Participants learn the basic concepts of case management and understand how to monitor and support the CM process. Skills in the utilization of various approaches to overseeing case loads and familiarity with different types of documentation are achieved. Participants gain understanding in conflict management techniques and facilitation of team building both inside and outside the agency.
Participants in MCM gain the knowledge to assist case managers in all areas, including legal and ethical issues. Understanding the importance of employer outreach and the establishment of a network outside the office is discussed.
Transition Assistance Program
Duration: 8:00 am Monday through 12 noon Friday. Regularly scheduled
throughout the year. Credit Hours: 2
Who attends this class: LVERs/DVOPs, approved consultants, DOD TAP facilitators, TAP managers and career service employees. The Transition Assistance Program (TAP) is a "train-the-trainer" course specifically designed to prepare participants to conduct military-to-civilian transition job search workshops, or TAP. The course is a practicum on presentation, emphasis is placed on instructor skills and training delivery.
Course objectives include understanding the roles and program objectives of the DOL, DOD, and VA for TAP established by the memorandum of understanding between the three agencies. Participants will be able to use a wide variety of instructional skills and techniques to be effective facilitators, demonstrate active listening techniques, and know how to deal with disruptions. Skills in the identification of pre-training influences and planning the arrangements for training will be attained. Participants will possess the abilities to identify both positive and negative factors involved with team building and how to adapt.
Through individual presentations participants will use simple audiovisuals to accompany their presentation while identifying key concepts, the training focus and objectives of all material covered in the TAP five-day workshop.
Because of the specificity of the course content, those eligible for TAP include LVERs/DVOPs designated to teach TAP, approved consultants, Department of Defense TAP facilitators, transition assistance managers and career services employees.
Veterans Employment and Opportunities Act
On Site Duration: 8:00 AM Monday through 12 noon Friday. Scheduled as needed
throughout the year. Who attends this course: Federal VETS staff
The Veterans Employment and Opportunity Act (VEOA) course deals with preference in hiring for veterans. It looks at how the federal hiring process works and how preference points are applied. It also reviews the initial steps of looking into a claim where veterans preference has not been applied.
Veterans Program Orientation
Duration: 8 hours Regularly scheduled throughout the year No college credits
are available for this course Who attends this class: Higher echelon management,
especially those involved in one/stop career centers
Veterans' Programs Orientation is a one-day session providing state agency management officials with training focused on current federal statutes, grant provisions and program guidelines governing delivery of services to veterans.
Participants learn to recognize differences between the perceived and prescribed duties of LVERs and DVOPs, as well as the management implications and consequences of those differences.
The agenda for this session explores the following topics:
Title 38, Chapters 41, 42 and 43 of the United States Code Legislative mandate Roles and responsibilities of LVERs and DVOPs Veterans' priority of service
Applying To Attend NVTI Training
The process of applying to attend NVTI classes varies by state. In general,
the process is as follows:
Update or get an application from your state's Director of Veterans' Employment & Training (DVET) or appropriate state agency official.
Talk to your local office supervisor, the DVET or state training coordinator about which classes you should attend.
Approval to attend training is made by the DVET and/or appropriate state agency official.
Some states prioritize their applicants for each NVTI course and NVTI selects that state's applicants according to that priority. Depending on each state, the priority may be based on time in the job, need for initial training or other criteria as set forth by that state.
NVTI participants are selected from a national applicant pool prioritized by USDOL/VETS, state employment security agencies, the Department of Veterans Affairs, the Department of Defense and other national and state programs and agencies.
Each NVTI class is chosen to reflect the needs of the client agencies and to ensure a broad demographic mix to maximize learning, information sharing and networking.
Once participants have been confirmed, NVTI sends a participant list to VETS in Washington to have travel arrangements made. NVTI sends out travel itineraries when they become available and will also send packets of information to participants two weeks before the class is scheduled to begin.
And finally, the participant come to class for lots of valuable, informative training!
For more specific information, check with your local office manager or state associates for details about your state's NVTI selection procedures.
Flying to NVTI
Most NVTI participants travel to Denver by air. Shortly after you've been
selected and confirmed for a training session, NVTI will contact you to make
sure we are up-to-date on your current office address and phone, your airport of
flight origination, specials accommodations needs, and other info. The next step
NVTI takes is informing the USDOL/Veterans' Employment & Training Service
(VETS) office to arrange your itinerary to Denver and back. Unless you have
requested alternate times, the USDOL/VETS, working with their contractor travel
agency, will book you on a flight with federal ticketing available. They will
arrange for you to arrive in Denver the day before training and leave at 2 pm or
after the day your training session is over.
When we receive your itinerary - a detailed listing of flights and times - from USDOL/VETS, we'll send it to you with other travel info. Check your itinerary to make sure your arrangements to and from Denver as planned are complete and correct. You may not make any changes to your airline reservations to Denver. Only USDOL/VETS is allowed to make changes, so contact NVTI to request a change. Thanks in advance for your cooperation of this.
E-tickets - Most participants will receive an E-ticket, or an electronic reservation, instead of a physical ticket. E-ticket travelers only need a current, valid photo identification (driver's license, passport, etc.) for check-in at their airport, although we advise all travelers to bring the itinerary we send so you or ticket agents can refer to it if needed.
Physical tickets are issued when an E-ticket cannot be used. USDOL/VETS sends physical tickets by overnight mail late in the week before your training session. Physical tickets are sent to your business street address only -- P.O. Boxes cannot be used. If NVTI has a P.O. Box for your business address, please get us your office street address right away. Physical tickets are rarely issued because most airlines participate in electronic ticketing. However, in the unlikely event that you would require a physical ticket, the VETS national office will send it to you late in the week before you travel.
Departures from Denver are scheduled only after training is completed. Changes to your departure that affect training will need your course manager's approval, and of course, you are responsible for additional charges.

Driving to NVTI
Those driving to Denver for NVTI training will be reimbursed 37.5 cents per
mile up to the cost of a round trip federal airline ticket to Denver. Drivers
will fill out a travel reimbursement form while at training. Remember, lodging
and food costs on the road to Denver are not paid for. Also, keep in mind that
it may take about 3-4 weeks to reimburse you for the mileage.

Tuition
Some of our participants are not covered under Title 38. For those
participants, costs associated with NVTI training are as follows:
Travel Participants pay and arrange their own travel to Denver.
Participants are advised to be in Denver by 6 p.m. (MT) the night before class begins.
No departures are allowed before 3 p.m. (MT) on Friday.
Tuition $325 for Labor & Employment Specialist, Case Management and Managing Case Management courses.
$350 for Transition Assistance Program training
Guest Charges Guest Charges include basic guest room, meals, breaks and one round-trip shuttle to and from the airport.
$396 for Labor & Employment Specialist, Case Management and Managing Case Management courses.
$495 for Transition Assistance Program training
Totals $721 for LES, CM and MCM
$845 for TAP
Payment Payment must be received 21 days before the start of the training session.
